The Association of Data Protection Officers, Executive Committee comprises of a cross section of data protection practitioners from both the private and public sectors. The Executive Committee explores and provides expert advice on the data protection issues facing practitioners and individuals with data protection responsibilities in the course of their work.
The regulatory impact of data protection on businesses in this day and age can no longer be ignored and this is an objective ADPO strives to achieve by setting compliance expectations for its members and raising awareness on regulatory changes.
The Executive Committee is chaired by Tom Hulton, Compliance Manager at An Post.
Tom is a founder member of the ADPO Committee.
The Committee appointed him as Chair of the Committee in 2016 as founding Chairman, Fintan Swanton had completed his three-year term of office.
An experienced Chartered Accountant and Head of Internal Audit, Tom has been the Group Data Protection Officer with An Post since 2007. He holds the data practitioner certificate from the Irish Computer Society and is an active member of ADPO.
Alan-James Kelly, LLB, has over ten years’ experience in legal and regulatory compliance in global finance houses and the telecoms industry and is currently working with global compliance experts Compliance & Risks Ltd in Cork. Alan-James was elected as a committee member of ADPO in January 2014 and is delighted to continue to work with ADPO in this business critical environment. Alan-James obtained his law degree from University of Nottingham and Trent in 2006. He is a Data Protection Practitioner and has worked in the role of Data Protection Manager in the Audit, Risks and Compliance Department of Eircom and as DPO in Compliance & Risks Ltd., Cork.
Myles is the IT Manager in the Health Protection Surveillance Centre (HPSC), which is part of the HSE.
The HPSC’s remit is to collect and analyse data on infectious disease in Ireland, therefore Data Protection and Information Security are paramount in all the operations of the centre.
Myles is the designated Data Protection officer at the HPSC having completed the ADPO Data Protection Practitioner qualification in 2008. He also led the project to have the HPSC to achieve the ISO27001 information security certification. He has been a member of the ADPO executive committee since January 2015
Ruth Hallinan is a certified Data Protection Practitioner and a Fellow of the Chartered Association of Certified Accountants (FCCA) with over twenty five years’ experience of working in both the Oil and Technology industries and within her own consultancy practice, RFH Consulting. She is compliance focused with experience in Data Protection and ISO27001 Information and Data Security. She is also a member of the Association of Compliance Officers in Ireland.
David is CIO at Thornton Group, Insurance Loss Adjusters, where he advises the Board on strategic IT matters as well as managing the IT Department within the business. He was also recently appointed Data Protection Officer to the Group. David has over 30 years experience in ICT, and has spent half that time in consultancy, advising public and private clients in Ireland and internationally. He has also spent some years in corporate finance, governance and risk management functions.
Shane Mackessy, BCL, is employed as In House Counsel, for global regulatory compliance experts, Compliance & Risks Limited, headquartered in Cork. Shane graduated with his Law Degree from UCC, subsequently qualified from the Law Society of Ireland as a Solicitor in 2008 and is also a certified Data Protection Practitioner. He regularly provides data protection services and training to national and multi-national organizations. Shane was elected as an executive committee member of ADPO in January 2015 and assists the ADPO sub-committee in organizing the annual ADPO/ICS Data Protection Conference.
Fintan Swanton, Senior Consultant and Managing Director with Cygnus Consulting, has been a data protection and management consultant since 2006. Fintan is founding Chairman of the Association of Data Protection Officers and past President of the Irish Computer Society. He collaborates with ICS Skills to present its data protection training programmes, as well as updating and developing their content. He consults with, advises and provides training to a range of organisations, public and private, on data protection compliance and is a member of the European Commission’s expert group on the application of the GDPR.
Sean Kirwan has over 27 years experience of working in the IT industry, in various roles, and in a variety of companies such as Microsoft, Compaq, and Bankers Trust. Sean is currently the Group Information Governance manager in ESB, where he previously held the Information Security operations manager position. Sean holds various industry certifications including CISA, and the ADPO Certified Data Protection Practitioner.
